CHANGSHA, China — In 2010, as China's photovoltaic sector sank into a deep downturn, Xiang Xiaolong made a contrarian bet: he moved his entire solar team to Ningxiang, a county-level city under Changsha and a rising manufacturing hub in Hunan Province, and built from scratch. Fifteen years later, his Hunan Nuocheng Photovoltaic Technology is a national high-tech enterprise and a "little giant" in specialized manufacturing, with 2.4 GW of annual capacity and full-chain capabilities from R&D to operations — a pillar of Changsha's clean-energy cluster.

Xiang's global push began in 2018. Today Nuocheng operates across Southeast Asia, Iraq, Niger, and Sudan, with overseas revenue hitting 70 percent of total sales. Its flagship Niger project — a 1 MW solar-storage-diesel hybrid — keeps an industrial park running 24/7. In 2024, the company broke into Europe with a deal to build a 1 GW solar panel factory and a 200 MW power station in Paraćin, Serbia, with investment exceeding 300 million euros. "Our generation isn't chasing overnight fame — we aim for steady, enduring growth," Xiang says. From a Ningxiang upstart to a three-continent clean-tech player, his story reflects China's new-energy sector upgrading from product exports to integrated global solutions.
